Board Meeting, December 1st, 2022

The meeting was attended in person by Steve Fabry, Kostas Lazarides, Debbie Lambert, Pete Fantle, and Wendy Fisenne. Nate Ziarek joined via phone. The meeting was at Kostas Lazarides home and called to order at 7:22pm.

Secretary’s Report

  • Reading of last month’s minutes was waived.
  • Minutes of the October Board Meeting and Annual Meeting have been posted on the Board’s drive for review and have been approved.

  • Outstanding invoices for sediment phosphorus blocker and November employee hours.
  • Employee pay raise to be voted on at a later date.
  • Employee Christmas bonus of $350 was approved.
  • A follow-up letter to homeowners requesting use of ACH dues collection process will be sent the week of 12-5

Environmental Control Committee (ECC)

The solar panel project for the shed was canceled and the panel was returned for a full refund.

  • Lawn cutting expense for 2022 is below projected budgeted cost.
  • Additional expense for pruning the shoreline, path repair, and fall clean-up totaling between $12,000 – $13,000 discussed but not currently in the 2023 budget.
  • Suggested joint meeting in late January with the Board and ECC Committee to discuss Legacy Landscaping contract. Considerations for possible inclusions to the contract in addition to grass cutting to be added to the 2023 Operating Budget if approved.

      • Rain garden has been mowed for winter.

      • Winter seeding along the shoreline has been completed.
      • Controlled burn by shed.
      • Purchased biologs and nutrient pads for inlet. Can be delivered whenever we want. Purchased in 2022 for use in 2023 because of an anticipated cost increase of 5%.
    • Activities in progress this period
      • Radek continues to prune the shoreline. ECC is evaluating whether this is a realistic task for him to complete.
    • Activities scheduled next period
      • Shoreline pruning.
    • Landscaping proposal: ECC recommends Legacy over KEI.
    • The ECC recommends the LB HOA expand the Legacy contract to include the following (see attached proposal for details):
      • Fall pruning around the shoreline of the lake to a height determined by the ECC in consultation with Legacy – $7,800
      • Fall cleanup to remove leaves from grass and shoreline: $2,225
      • Repair gravel path around lake: $1,500 per 700 LF of path
      • Deliver and spread sand at east/west beaches and boats areas, playground, and volleyball courts as needed (see proposal for costs)
    • If the contract expansion is approved, the ECC will refocus the HOA employee on the following activities (currently working ~10 hours per week):
      • Mulching the flower beds throughout the common grounds.
      • Weeding flower beds throughout the common grounds.
      • Weeding beaches and boat area.
      • Manicuring beach and boat areas.
      • Pruning of lower branches of trees.
      • Tree removal as appropriate and practical.
      • Routine maintenance tasks (placing and removing picnic benches, helping to plant trees, tennis court nets, etc.).
